El Dorado County Cemeteries

An Update from Sue Silver

February 23, 2003

Greetings:

The El Dorado County Pioneer Cemeteries Commission website has been updated.

Highlights of this update include:

As an advisor to the Senate Local Government Committee's Working Group on Public Cemetery District Law Reform, I was honored to be able provide input that aided in the drafting of Senate Bill 341. This new Bill was introduced this past week.

In the future, EDCPCC will be adding a page containing an Attorney General Opinion received by Senator Tom Torlakson regarding the public's legal title to the Pacheco Cemetery and that cemetery's implied in law dedication. We are particularly excited about the conclusions drawn by the Attorney General regarding Pacheco Cemetery, as it's use by the public during the prescriptive period as set forth in former Political Code section 3105, is identical in almost every way to the use of the cemeteries in our county during that same time frame.

The legal opinions we are able to obtain or locate regarding historic cemeteries in California continue to help clarify that the legislature intended that the public would acquire a legal title to our community cemeteries. This is good news for the cemeteries! California's historic cemeteries should be owned by the public, and protected by governmental entities that represent us.

We also hope to upload information developed during Kevin Tierney's work with his American Studies class at Rolling Hills Middle School on last year's Shingle Springs Cemetery project. We would like to provide a page link from our website for the Rolling Hills Middle School Cemetery Club so that others may learn of the student's efforts. Please stop by the Shingle Springs Cemetery (located behind the Stone Building on the south side of Mother Lode Drive) to see the recent clean up work done by the Club.

Please visit the EDCPCC website in the coming weeks for additional new information we plan to incorporate on the site.

California Historic Cemetery Alliance (CHCA)

The California Historic Cemetery Alliance meets quarterly. Under the leadership of founder Dr. Bob LaPerriere, this organization has a substantial membership comprised of cemetery preservation groups throughout northern California. If you would like more information about CHCA, please contact Dr. Bob at drbob@winfirst.com.

Saving Graves Websites

The El Dorado County Saving Graves website has also been updated. I continue to serve as the EDC County Coordinator, and will try to make sure the site is updated with new and emerging preservation and restoration referral sites.

Finally, with the resignation of Karen Dyer, I have assumed the position of State Coordinator for the California Saving Graves website. As time allows, the website will be updated in the coming weeks. Those of us involved with Saving Graves are grateful to Ms. Dyer for her efforts in establishing the state Saving Graves site. Please visit this site to see the Endangered Cemetery Reports on other cemeteries in California.

If you have any suggestions for additions to the EDCPCC or EDC Saving Graves websites, please let us know. We welcome your input.

Sincerely,

Sue Silver, President
