Marcela Howard Fenton, onetime owner of the legendary racehorse Seabiscuit, died Tuesday at her home in this posh Santa Barbara suburb. She was 83.

Born in Salinas, she was the descendant of early Spanish land grant families. After a brief theatrical career, she married Charles S. Howard, an automobile distributor, in 1930. Their racing stable included such famed racehorses as Seabiscuit, Kayak and Noor.

Two years after Howard's death in 1950, she married Leslie C. Fenton, a British actor and officer in the Royal Navy. They developed the Carmel Plaza shopping center in Carmel, where they owned an antique shop.

Mrs. Fenton, who was widowed again in 1978, is survived by a niece, Mymy Howard of Arcadia (Los Angeles County), a nephew, Lindsay Howard Jr. of San Diego, and several grandnephews and grandnieces.

Funeral services will be private, and Mrs. Fenton will be buried at the Santa Barbara Mission, where her great-grandfather, Don Jose De La Guerra, is buried.
