A township is a geographical division of a county, established by land surveys and usually made up of 36 sections, each with roughly an area of 1 square mile (2.6 square kilometers), or roughly 640 acres. Unlike incorporated cities and municipalities throughout California and other states, Plumas County consists primarily of unincorporated places, with the only exception being the City of Portola. Because of its lack of incorporated cities and municipalities, the U.S. Census Bureau historically has enumerated the population of Plumas County by civil township, rather than by town. Depending on the census year, a researcher may find that one family lived in one Plumas County township on one record and then a different Plumas County (or even Lassen County) township on another record, though the family had not moved (as evidenced by neighbors). This is because the townships of Plumas County were organized and then reorganized several times over a relatively short period. A brief history and timeline of Plumas County townships follows:
18 Mar 1854
Mineral and Quartz Townships, already designated by Butte County, were transferred to Plumas County upon its creation. Mineral Township contained the area known as Rich Bar, as well as all of the land along the middle fork of the Feather River. Quartz Township contained an eastern portion of what was later Beckwourth Township, as well as a portion of what is now Lassen County.

Washington Township was created and contained the mountainous area between Quincy and LaPorte, but exclusive of the LaPorte District, which belonged at that time to Sierra County. Plumas Township was created and consisted of the present-day Quincy area, including Meadow Valley and Bucks Lake areas, as well part of what later became Indian Township, a northern portion of what was later Beckwourth Township, and part of what is now Lassen County.

Seneca Township was created and contained the Humbug Valley area, Big Meadows (now Almanor and Chester areas), part of what later became Indian Township, as well as part of what is now Lassen County.

Plumas Township was divided by a line running on the dividing ridge between American Valley (Quincy area) and Indian Valley (Greenville/Taylorsville area). All of the land lying east of line became Indian Township.
06 May 1856
Fillmore Township was created, embracing the portion of the county lying south of middle fork of the Feather River and west of Little Grass Valley.
07 May 1856
Rich Bar Township was created, embracing the north fork of the Feather River from one mile east of Kingsbury's Ferry to the Butte County line, the line dividing it from Mineral Township running one mile south of the river.

Jackson Township was organized out of Plumas and Quartz Townships, beginning at Poplar Bar on the middle fork of the Feather River, then up the river (including both banks) to the mouth of Jamison Creek, then across to the Grizzly Valley divide, then with said divide to the line dividing Plumas and Quartz, then south on said line to the beginning.

The northwest corner of Jackson Township was defined to be a point opposite the east end of Yeates' ranch, from which the line ran south to Poplar bar.

Honey Lake Township was formed out of parts of Indian and Seneca Townships, embracing territory now within Lassen County.

Summit Township was created to comprise the whole of Sierra Valley, Beckwourth Valley, and Long Valley.
1865/1866
LaPorte District was annexed to Plumas County and became Goodwin Township.

The county was completely re-subdivided and eight townships were defined: Goodwin, Washington, Quartz, Plumas, Indian Seneca, Rich Bar, and Mineral. The townships of Fillmore, Jackson, and Summit were eliminated. Honey Lake Township went to Lassen County when it was formed in 1864.

The Board of Supervisors approved A. W. Keddie's map of Plumas County as the official map and defined eight townships as follows:
SENECA TOWNSHIP: Beginning at the point on the county line between Plumas and Lassen, where the government range line between ranges 8 and 9 E., Mount Diablo Meridian, would cross said county line, and running thence south on said range line to the south-west corner of T. 26 N., R. 9 E.; thence due west to the county line; thence northerly on county line to Lassen Butte; thence east and southerly, following the boundary of Plumas county, to the place of beginning.
RICH BAR TOWNSHIP: Beginning at the south-west corner of Seneca township, on the county line between Plumas and Butte, and running thence sourh-westerly along said county line to a point three miles westerly from the Buckeye House, a station on the Oroville and Quincy wagon road; thence north-easterly in a direct line to the summit of Fale's Hill; thence easterly to the summit of the divide between Spanish creek and the east branch of the north fork of Feather river, to a point where the government range line between ranges 8 and 9 east would cross said divide; thence north to the south boundary of Seneca township; thence westerly along the south boundary of Seneca township to the place of beginning.
MINERAL TOWNSHIP: Beginning at the south corner of Rich Bar township, on the county line between Plumas and Butte, and running thence north-easterly and easterly along the boundary of Rich Bar township to the government range line to the middle fork of Feather river; thence down the said middle fork to the county line between Plumas and Butte; thence north-westerly along said county line to the place of beginning.
GOODWIN TOWNSHIP: Beginning at the south boundary of Mineral township, where the middle fork of Feather river crosses the county line between ranges 10 and 11; thence south on said range line to the summit of the divide between Nelson creek and Poplar creek; thence southerly on said divide to the county line between Plumas and Sierra; thence north-westerly, south-westerly, and north-westerly on the south boundary line of Plumas county to the place of beginning.
QUARTZ TOWNSHIP: Beginning at the south-east corner of Goodwin township, on the county line between Plumas and Sierra, and running thence easterly on said county line to the government range line between ranges 13 and 14 east; thence northerly on said range line to the north-east corner of T. 23 N., R. 13 E.; thence west on government township line to the summit of the divide between the waters of the north and middle forks of Feather river; thence south-westerly along the summit of said divide to the government range line between ranges 10 and 11 east; thence south to the summit of the divide between Nelson and Poplar creeks; thence southerly along the east boundary of Goodwin township to the place of beginning.
BECKWOURTH TOWNSHIP: Beginning on the east line of Quartz township, at the south-west corner of T. 22 N., R. 14 E., Mount Diablo meridian, and running thence north along the east boundary of Quartz township to the north-east corner of T. 23 N., R. 13 E.; thence west along the north line of Quartz township on the north-west corner of T. 23 N., R. 13 E.; thence north, following the government range line between ranges No. 12 and 13, east to the county line between Plumas and Lassen; thence south-easterly and southerly along said county line to the south-east corner of Plumas county; thence west along the county line between Plumas and Sierra to the place of beginning.
INDIAN TOWNSHIP: Beginning at the north-west corner of Beckwourth township, on the county line between Plumas and Lassen, and rushing thence north-westerly, south-westerly, and westerly, along the county line to the east line of Seneca township; thence south on the said east line and east line of Rich Bar township, to the east branch of the north fork of Feather river; thence up said east branch to the junction of Indian and Spanish creeks; thence easterly and south-easterly, following the summit of the ridge dividing the waters of Indian and Spanish creeks to the summit of the main divide between the waters of the north fork and middle fork of the Feather river, on the north boundary of Quartz township to the west line of Beckwourth township; thence northerly on said west line of Beckwourth township to the place of beginning.
PLUMAS TOWNSHIP: Commencing at the south-west corner of Indian township, where the east line of Rich Bar township crosses the east branch of the north fork of Feather river, and running thence easterly up the said east branch and the summit of the divide between Indian and Spanish creeks, along the south boundary of Indian township, to the north boundary of Quartz township; thence south-westerly along the summit of the divide between the middle and north forks of the Feather river to the government range line between ranges 10 and 11 east; thence south on said range line to the north-east corner of Goodwin township in the middle fork of Feather river; thence westerly down the middle fork of Feather river and north boundary of Goodwin township to the government range line between ranges 8 and 9 east; thence north on said range line to the place of beginning. 8/7/1877 boundary line between Indian and Seneca moved westward about 2 miles "commencing at the summit of Mt. Dyer on the east boundary of Seneca township, and running thence southerly on the dividing range between the north fork of Feather river and the waters of Indian and Rush creeks, to the north line of Rich Bar township; thence east on said north boundary to the west line of Indian township; thence south-easterly, northerly, and westerly on the line of Indian township already established to Mt. Dyer, the place of beginning. On the seventh of February, 1879, a strip from the north side of Goodwin township and a small piece from the north-west corner of Quartz township were added to Plumas township by changing the boundary of Plumas: "beginning on the divide between north and middle forks, on a line between sections 33 and 34, T. 24 N., R. 11 E., and running south to the section point corner sections 3 and 4 on the north line of T. 23 N., R. 11 E.; thence south on the section lines four miles; thence west to middle fork of Feather river on south line of Plumas township."
Then, on the same day, Rich Bar and Mineral townships were united in one under the name of Mineral Township, the outside boundaries remaining as before defined.

The Board of Supervisors apportioned the townships to the three supervisor districts as follows: District No. 1, Beckwourth, Quartz and Goodwin; No. 2, Plumas and Mineral; No. 3, Indian and Seneca.

Eden Township was formed at some point, which encompassed an area that included Johnsville and Eureka Mills. This township existed around the time that the 1885 Plumas County Directory was printed, but apparently did not exist during the time of the 1880 and 1900 federal censuses. The township must have been formed from part of Plumas Township.
